It's possible if a tower changes from concrete core construction to steel skeleton for the upper floors. Isn't that what happened with the Burj Dubai?

Not sure about Burj Dubai, but definitely here in ICC for the last 20 or so floors where it's a steel skeleton on top of the concrete center core. It is just not that time to put the steel up yet.

yes, when they change from conctrete to steel it is possible because you've a steel-core then. but also this steel-core will not be overtaken by the steel-floors

I may be wrong here but my understanding was that steel skeleton buildings don't really have a core. The lift shafts are encased, of course, but this is not a structurally important "core" as with concrete towers.
