No it isn't?

It started construction well after Harbourside, Arch, Sorrento finished, and well into The Cullinan. It's only been U/C since about 2005.

wrong, it has startet to rise (above ground ) early 2005. construction started much earlier

structurae even says 2001 as construction start ( http://de.structurae.de/structures/d...fm?id=s0004824 )

True, especially after the concrete core was toped out, the rest of the steel section was lagging some time behind, end even cladding almost stoped. Yet the building is very tall and very nice, hope the final result will prove worthwhile

ICC already has signed contracts covering 80% of its available office space. And it is still over a year away from being completely finished. Their are a lot of office buildings that would be very envious of ICC.

They've picked up the pace significantly in December. I presume they've been focused on finishing sections of the interior. It has been slow, but it should top out in a February if the construction pace continues.

I think I saw in pictures the lower floors ready and in use. Is this the first time that such a construction and use progress is followed, and if not is it usual?

you saw the incredible lobby photos and other lower floors didn't you? Of course, trump tower in Chicago opened its lower floors like 5 months ago and its still not finished.

I guess, when construction is taking too long, the building becomes partially operational. The rent income and use of the building cannot lag for long when there are contructors that need payment...

Er, it's not a circumstance of slow construction though. It was planned that way - phased openings.

yes, this tower has been built and opens in stages. only a couple of months back the steel section on top started after 4months without moving. all coordinated phases.
now steel frame for top 20 floors of hotel are progressing well

after looking at recent pix, ive worked out steel is now up to lev109 or 440m.
