That area is referred as "West Kowloon Cultural District" where aim to include numbers of museums, theater, opera houses and so. The proposed plan will also include some residential and retail developments in the area.

Please refer to http://www.skyscrapercity.com/showth...222600&page=20 for more details.

Every time I come across with new pics taken from Hong Kong, I'm stunned. Those pics above are so beautiful. Bright lights and skyscrapers everywhere. And the quality being so good, makes them even better.

Building a quality model for the future
19 September 2007
South China Morning Post

West Kowloon will stand as a model for the future development of modern cities across the world, according to the architect at the heart of shaping the district's showpiece building - the 118-level International Commerce Centre.

Paul Katz, of Kohn Perdersen Fox Associates, sees the MTR's Kowloon Airport Express station as the "remarkable experiment" that will lay the basis for future developments which combine work and leisure functions.

"Kowloon development will be a great model throughout the world and will show that instead of spreading out, you have the opportunity to build upwards," said Katz, the principal architect on the New York design team behind the ICC project. He said the ground area saved by building high-rises could be used for greenery, leisure and cultural facilities, and enhance the quality of life for people living and working in the area.

"The development of high-rise buildings right to the waterfront makes a lot of sense and tall, vertical buildings are energy efficient. Low-rise buildings have a large roof space due to the floor area so, depending on climate, they use more energy to heat or cool.

"Hong Kong is the world's capital of high-rise architecture, more so than New York," he said. "Kowloon is the right place for high-rise buildings in future, whereas in Central a different kind of development is appropriate."

Katz believes that waterfront projects can transform the identity of areas such as Kowloon and attract more professionals to live and work there.

"It is important for Hong Kong to remain a great centre of finance and to enhance the intellectual capital of the city," Katz said. "By providing people with great pedestrian spaces and an exciting environment in which they go to work, you attract talent."

A public transport hub will provide the base for the 490-metre ICC Tower with separate entrances for the Ritz-Carlton and W hotels with easy access to Elements, a deluxe shopping mall.

"We're creating a city within a city that comprises residential, hospitality, workplace, retail and public transportation. My feeling is to have a blending of Hong Kong and the workplace by integrating long-term residential and the short term - represented by the hotels - with shopping and culture, all connected to Kowloon Station."

The experience of entering ICC Tower for many of its users will begin with the "dragon tail" taking them into the heart of the complex. "It's very important to have a clear and comfortable way to make your way through the building and to feel that you're excited about going to work and that you live in a special city," Katz said.

"The dragon tail takes you up from the transport network and soars up from the lobby with extraordinary views of the harbour. The idea was to connect the ground to the sky, from the horizontal to vertical, going up from the water and harbour in one fell swoop."

ICC Tower is also positioned opposite Central's IFC so that it appears to form a gateway or bridge as the western part of Hong Kong harbour is approached. Katz said this would offer Kowloon a new, modern identity. The ICC's dragon design concept is brought to the fore with a scaled effect in how glass and other materials are used.

"The exterior has a shingle design. It's not just flat and straightforward but has a ripple. Each piece of glass is tilted to the sky, so even on a dark day it would appear bright like a pearl."

Making West Kowloon and the Union Square district even more impressive for Katz and his team was the existing Airport Express station and plans for the KCR lines including high-speed services to Guangzhou and Shenzhen.

Katz described the relocation of the airport from Kai Tak to Chek Lap Kok with transport links to the city as probably the most "innovative and far-sighted" urban planning decision ever made.
