Appeals rejected!

The 3 appeals against the Tour PHARE got rejected last friday by the Tribunal de Cergy-Pontoise.

The nimbys & elected representatives are now yet to make a decision whether to appeal against the Court's decision or not. According to their lawyer, it would be a very expensive procedure with no garantee at all as for him a positive outcome is now very unlikely.

Let's wait & see...

Well, in this case the last issue will be the footbridge. To date, the mayor of Courbevoie Jacques Kossowski has rejected the 3 proposals by Unibail (see previous posts). That's a very political affair...hopefully, after the general election on 10 & 17 June 2012, the mayor & Unibail might come to a compromise...

These associations will decide whether to appeal or not next week. If so (which is likely), let's hope the EPADESA -Organisation running the business district- will however launch the preliminary works not to waste too much time.*

These pathetic associations make me wanna puke as they carry on finding any way to delay PHARE. This is truly abusive & I do hope they'll end up getting heavily penalised financially speaking for such a ridiculous & childish behaviour.

I'll update it all as soon as I have more information...

* indeed such appeals seem not to have a suspensive effect

The Association to appeal against the Court's decision

As part as a press conference The Association 'Une autre ambition pour Courbevoie' presided by socialist Jean-André Lasserre & regrouping the PS (Socialist Party), the PCF (French Communist Party) & Europe Ecologie les Verts (the Green Party) announced on 22 may 2012 their will to appeal against the Court's decision which rejected the appeals on 15 may.

For their part, the members of the 'Village' Association haven't confirmed yet their intention of appealing as well against the Court's decision or of attacking the 'IUP' permit that will bring some fresh air for PHARE's air conditioning.

The answer to your question is actually visible in my previous posts dude...the appeals must be cleared to officially launch the project (same for Hermitage Plaza), & as the Association appealed once more (against the Court's decision), there is now another year to wait for the judgment...

Phare's project was unveiled in 2006 & its delivery was expected for...2012, but as you can see to date, Phare is heavily delayed (see the initial schedule below) & hasn't started yet owing to those damned nymby associations...whatever, patience is the key word in this country so, let's wait for the procedure to come to an end.

This view from St-Cloud bridge (i guess...) offers a quite good scenery...which is pretty ironic because nobody pays attention to this part of the city...
could do a lot to make it even better in the future

That's depressing I know, but that's just the way it is here in France with all its judiciary procedures, we can't help it I'm afraid...

However, in many european capitals they face the same problem. The Shard of London took roughly a decade to rise from the ground.

Fingers crossed for our unique PHARE, a positive outcome will hopefully intervene in 2013, justice permitting...

This side of the building does look particularly bad ass. This is obviously the 'showcase' side, but it would be great if they could somehow make at least the upper part of that flat back side more organically curvy like this side is.

'Une autre ambition pour Courbevoie' appeals against the first decision

That's official now, the damned association 'Une autre ambition pour Courbevoie' has appealed on 11 July against the Court's decision which had rejected its appeal to cancel Phare's building permit on 11 may 2012.

The other association 'Village' had also appealed a few weeks ago against the Court's decision last may. The association has also confirmed having attacked the 'IUP permit' (see my previous posts).

Now that the appeals are officials, Unibail is yet to decide whether to launch the preliminary works (as the appeals aren't suspensive), or to wait for the very end of the judiciary procedure, which can take at least 2 years...

Why is Unibail going to do then...?That is the question...

@ Gendo: I agree with you but that's just the way it is. The back's look was specifically designed for save or evacuate heat (either one or the other). It could have looked a lot better though, I do agree but we'll get used to it. Fortunately, the front 'face' of PHARE is truly amazing, so is its overall look.
