I wish to speculate what those weird 'nails' are on that huge steel beam, are they to set into the concrete? Are these beams to radiate out from the core to create the transfer floor, with the concrete???

The kind of "nails" are shear studs used in composite structures (steel/concrete) as connectors. There are also some sockets for reinforcements / post-tensioned bars or perhaps for post-tensioned cables.
