I'm curious; aren't 868 parking places too few for a 92 storey skyscraper? That's less than 10 parking places per floor. Isn't there a regulation for such matters?

It's still in the middle of the city. Not all buildings in the city have parking lots for all the office workers... there is still public transport or taxis etc.

Are those 2 additional steel floors at the top of concrete structure for the communication purposes like the steel floors of Burj Dubai?

^i dont think so. its an open air plantroom. i think BMU will be hid in there. also spire rises from in there.
