No, go to the first page of the thread and you will see the (blue) stacking plan - post #6 by Adam186. It's where the conference center and ballroom amenities will be located....hence the large floor-to-ceiling height.

most likely, that is probably why they were putting up the glass early during constuction

I'm sure they'll do some interior work, but it's not like this tower is going to stop growing just because it is winter.
