wow that photo is simply incredible, the clouds look like theyve been painted on. This will be a particularly good spot for photos once its finished :P

No it is not the same architect. The tower at London Bridge was designed by Italian Renzo Piano founder of architectural practice, Renzo Piano Building Workshop (France & Italy).

Why? If they are all in one place then regeneration that skyscrapers bring to their surroundings wouldn't be spread across the whole city. Instead one section of London would be booming and the rest would be stuck with 70's monstrosities and run down areas.
