It's not taken from the top of the Monument. You can see that off to the East.

It's taken above the eastern side of the site foe 20 Fenchurch Street.

I took a peek at their main web site earlier and they do a lot of aerial photography, so I suspect it's done from a helicopter. Probably with some kind of multiple-camera rig to capture a 360 degree view in one hit.

This building should have been right in the hart of central London, next to tower 42 or something. That would have made it one freaking great cluster

I like the idea of a single tower facing its shorter cousins in the other side of the river. And the Shard boosted redevelopment of the London Bridge area as well, which was certainly needed.
