The goal is to have it externally complete by the time of the Olympics but never to have it as a fully functional building. They knew that was impossible.

Maybe a better artist should draw a picture of a graffiti artist trying to make some sort of simplistic artistic political statement on a wall and draw a massive cock on his head!
