The tower is still totally empty? I mean the part, which can be occupated already. It is the lowest part, isn´t it?

None of it can be occupied yet as it is still being fitted out...no one will be using the building until well into 2013.

I see, but why was the opening ceremony this year then, when no one can use the building yet? It was just because of Olympics?

It was an inauguration to celebrate the completion of the external part of the building rather than an opening ceremony. The building will be open to the public from February
