Maybe a stupid question, but I thought they don't bring on new vertical steel before the highest floors are "crowded" with steel, do they?

There are exceptions like the corner nodes. If you look closely you can see that the node is about 3 floors high, not the usual two floors of the rest of the columns.

No, but it's close. The top of the node is 728' 10" (222.138 meters) #7 is 741' (225.86 meters) high.

The next lift will make it taller than #7. Give em a few weeks.

Correct. They are backfilling the hole with gravel to give the boring machines a solid footing as they place a new secant wall along the north side.
The Security Center construction will expand into the vacant lot soon.
