The walkway is new. It's for getting across the West Side Highway to the Battery Park City development built on landfill from the first WTC. It will eventually be replaced by an underground walkway.

You're thinking of the replacement for the North Bridge.

I have never heard that the South Bridge will be replaced by an underground walkway. Link, please? It's the only surviving above-ground part of the complex, and it'd be foolish for them to demolish it in anytime soon.

The south bridge in the picture above will eventually connect with the small park.

This is the West Street Pedestrian Overpass. It was there before 9/11 and survived with heavy damage, was repaired & re-opened and has since been modified to make room for the V.S.C. construction.

As far as Performing arts Center heard there is still talk of doing that eventually.
