In the print edition of the paper it said the increases were to fund the cost overruns on the WTC reconstruction and that if they didn't get the increases construction might stop.

Now I think I can say I don't care if construction stops. It might be a good thing!
A little OT, but relevant. We have a similar situation in Maryland. They are raising the round trip toll for the 3 Baltimore Harbor crossings from $4 to $8, and the Bay Bridge from $2.50 to $8 (if you are towing a boat it will be $37!) so they can pay for the new 1.5 billion $ intercounty connector near DC. We are up in arms here too...

IanG, I don't know if you are looking for an exact measurement, but this wil give you an idea. Look at this picture. The old 1 WTC used to stand where the pit is near the new 1WTC, so it's very close.

And don't forget. The waterfall's footprints are only about 178x178 feet while the original towers were 208x208 feet, so if the waterfalls were actually the size of the original tower's footprints, they'd be even closer, possibly touching
