It's just semantics, though reaching the roof shouldn't be counted as topping out, since the mast is part of the building's integrity.

The current lightening is construction lightening and the colors are there only for Xmas, so no, once completed the tower will have different lightening

that is sad. one of the best lightening i have ever seen and then its only for chistmas. this colourful lightening could be a landmark for new york

Hi Pat.

I am just referring to the CTBUH definition of topped out.
They use the same criteria for all tall structures.
Since this project has a spire and not an antennae, official top out is when the spire is up.

Quote from the council's site :

"A building is considered to be "Topped Out" when it is under construction, and has reached its full height both structurally and architecturally (e.g., including its spires, parapets, etc)."

December 23, 1970: The North Tower is topped out at 1,368 feet, making it the tallest building in the world.

The 1 train? It's still there - it's just more enclosed by the construction of 2 and 3 WTC. Also, Cortlandt Street station is being rebuilt and is expected to open in about two years and be connected to the transit hub.

No I think he meant the Subway sandwich shop that they had at 1 WTC for the construction workers.
