a bit lower, but same idea, the steel is now 1150 something, so that view is from about 1200 feet, another 50-70 feet and you'd be at the observatory height, another 170 from the crane operators height you'd be at the roof. Cool the crown and spire will go even higher though.

Something else I wanted to say, I think the communications crown should count towards the roof height. It's just like any other crown, right?

Another reaon for 3 floors is that the floor plates are half the size at the top of the building. Useable floors sace on those upper floors is less than half of each original tower.

I think the restaurant is out not because it couldn't make a profit, but because more money can be made with offices or observation levels. There will be a charge for going to the top right?
