Does anyone know what floor(s) that might be on?

Nice pic but it will be MUCH better once towers 2 and 3 are up.

Tower 1 is going to look sort of isolated and out of place until towers 2 and 3 go up

No rooftop access because of the antenna and the HVAC equipment up top.

No restaurant because the PA/Durst are shortsighted and went so far as to remove the service elevator to the floor that was going to become the restaurant. A very short sighted decision, if you ask me.

What's a world-class office tower without a world-class restaurant at the top?

Oh, the ESB doesn't have one, so the WTC shouldn't either?

The old WTC had one.
