what are the recessed louvre walls for, and so how tall is it if it isn't 1,324 ft?

Nope. It already now (well, not now, before those small columns came in to be exact) is 1324 tall considering an additional foot for 10 inches and 6 additional feet for the true roof height (419 meters)

so it's 1,324 feet, 50 feet left, one more 17 foot jump, then the 33 foot parapet.

They're walls located inside the mechanical space that are ment to allow ventilation and to create an air plenum between these walls and the exterior facade. What's being erected is the structure that will support the louvers, pretty light and non-structural.

That would have been much easier had the second design been the original and only one since the beginning. But remember that we were promised a far better design that was later scrapped for "costcutting" that had no adverse effect (and I'd say much more positive one visually) on the tower's finances, given that it was only 20 million in a 2 + billion project.

Also, the originality of the first spire and the complexity of the covering panels was really an investment on visual appearance and it did its job well for a building whose top will bear the "beacon" of hope over lower Manhattan.

I just think the people in charge completely half-assed it and ruined something that the American people should've had intact.

And the size and complexity of the former spire gave the tower the "ooomph" that it deserved. Now there's only the now labeled "Siberian telephone mast"

I wasn't a huge fan of the spire but the revision sucks. This along with them not building WTC 2 yet has me disappointed. Still love this building though.
