^They're called spandrel beams and the "official" topping out will occur when the beacon is installed.

So, why are the placing the blue netting if the steel at the top isn't complete?
I'll assume not alot of work needs to be done at the top, since it's just open.

The Port Authority is saying the Tower has 104 floors because these floors are actual floors inside the building even though the building doesn't actually have 100+ floors, it's just the way they decided to number it. The roof doesn't officially count as a floor. Take the Twin Towers for example. Everyone thought the 110th floor was the roof but in fact it wasn't. If the roof were counted they would have had 111 floors. So basically they don't always count the roof as an actual floor, it's just listed as the roof. The blueprints of One World Trade Center says it has 110 floors.

^Yeah, very true. The new One World Trade Center can very well fit 110 floors but things have changed since 1970's when ceiling heights were around 9-10'.Now every Class A office building needs pretty high ceilings in order to compete with the rest. Also, the last office floor at 1WTC is 23' tall!

Horizontal beam 2/3 has just been placed between the Southern corner node and the Southern-most beam of the three on the Southwestern facade.

not it's not. [Edit: I don't why you deleted your comment, that's cool..] it's from floors 100-103 I think. But anyways, this is awesome. Who would have known that it would be in July that this would happen. I'm surprised there hasn't been any news on the topping out already

Occording to Otie, "official" top-out willn't occur until the beacon on top of the mast is installed.

Is the topping out when a building structually reaches it's final height?
Then it would be the mast, but if it's not be counted, it would be the parapet. The Council should make a decsion.

That's 15 and a half, actually :P.

As someone from SSP mentioned this morning, "When the towers came down they found beer cans lodged inside steel beams. It used to be a regular thing. DIRECTLY ON SITE!"

It's not about how many beers you drink (I'm guessing it takes as many as one to catch their attention), its about your BAC. It's perfectly legal to drive after drinking beer as long as you are not intoxicated beyond a legal level determined by your BAC.

Yes, I am aware that drinking could endanger workers on the site, and it's certainly not something I'd promote. But banning them from the site when it wasn't even proven that they were intoxicated to any dangerous extent? Especially when this project so desperately needs helping hands? Give them a slap on the wrist and move on.

And on a final semantic note, I said I would be tempted to look the other way, not compelled to condone it.

On this forum we declare a building topped out when it reaches its final official height (so we'll wait till the spire/antenna is complete).

Builders usually declare top out when they've finished the the main structure, either steel or concrete (case in point One57 or 4WTC). They usually disregard crowns, antennas, spires, parapets, etc.

The spandrel beams are the beams in between the perimeter columns?

Yea but that's according to Otie. The official official topping out is when the steel superstructure finishes with the final steel beam. But technically yes, it is one the beacon is installed which I agree with.
