Because nobody's sure of what it will be considered in addition to the roof height officially. It's still possible this could be the architectural height.

REALLY trying not to be disrespectful here, but in the event of a similar tragedy occurring again, would 1WTC be able to handle what happened to the original twin towers? I heard it was built to withstand exactly that, right?

In my opinion, any deliberate attack like that on any building (no matter how protected it is) will still cause considerable damage. It might not bring the building down, but it is hard for me to imagine it not collapsing after a direct impact from a huge airplane.

It wouldn't collapse, but the entire tower would be damaged beyond repair and likely need to be completely deconstructed.

Yes it will.

The reason the twin towers fell is that the support structure wasn't fire proofed adequately and the fire caused the trusses to sag which caused the buildings to collapse.

WTC 1 has extensive fire coating on its support structure, and its inner core is extremely strong with very strong concrete used.

So if a plane flies into this building, it would be similar to what happened to the Empire State Building in 1945.

Superficial damage.

If they did a similar attack to this building as the 2001, it may not fall down completely, but it certainly wouldn't have just superficial damage either.
The plane that crashed with ESB in 1945 was a smaller plane flying at about half the speed that the ones that hit the Twins back in 2001, and I don't think it had as much fuel as the 2001's had either.
In the best scenario, they would have to do a major reconstruction of the levels directly hit and the upper ones. In the worst (not considering it falling down) demolish the entire building from the top down to the levels hit, and then reconstruct it again.
Other thing is that, as I understand, it wasn't that twin towers didn't were fire proofed adequately, but that the power of the explosion just peel it off, an explosion of thousands of liters of fuel, so big that it just could not have been expected.

It's hard to say what would happen. Best case scenario the cladding holds up and the plane scratches up the glass curtain. (very unrealistic). Worst case scenario it collapses or tips. I think it would be somewhere in between those two. Everything lies with how well this building is designed. Every single thing about this building structurally is a huge improvement IMO. I think the tapering and the angles are perfect. Not only does it look amazing, but in a case of collision it would hold up several times better and ease the impact. The stairs are a lot wider too. I've heard several times that this building is the safest in the world as well, although it might be a tad bit bias seeing as it was on the wtc website

My NYC trip is probabbly going to be moved to March/April-2013. Will the tower be open in April 2013?

Well firstly this new tower is basically the same thickness as the original Twin's base, however on the sides, the building has basically been shaving. diagonal, so at the side angles it appears to be going smaller as it goes to the top, however when looked upon frontward and side frontward angles it appears rectangular. Quite an innovative and smart deign, but anyway, because as you get to the top of the tower which is considerably smaller in the angle that it is, the building would most likely not collapse, as the floors beneath it are larger.

One thing about the original towers also that this tower does have is a fully re-enforced concrete core, super strong with metal and fire proofing, all sorts of architectural safety features I don't believe it would collapse, worst to worst it would create a huge hole and would have to be extensively re design from the floors that were damaged, or dismantled to the floors that were damaged and re-built upwards.
