We don't know that. All previous plans and intentions have been cancelled. The only thing we can know is that only demand will shape what will rise there. The WTC redevelopment clearly focuses on financial feasibility and meeting demand more than at anything else. It could be a lowrise and it could be a megatall, we can't say anything for sure until a new proposal for that site will be announced

It will probably be a hotel/condo, hopefully with retail connected with the main WTC site.

I know your excited for the antenna, and I am to, I guess, but I think we should trust Irish on this one.

Lower Manhattan info at times is very inaccurate. Otie and Irishguy are very informative people.
Besides, I'd listen to Irish, who actually works up there and knows the exact details then lower Manhattan info,

We'll have to wait and see.

None of the Communications ring steel has been erected yet, or even been brought to the site. That should come after the third crane is fully operational and deconstructs the current north crane. I think the other cooling towers with the exception of the south (because of the crane there) will be installed first too. Time will tell, but I know they haven't started the rings unless no one has seen the steel on the cameras or in person. Personally I think the ring will be just as, if not more, entertaining to watch than the majority of the spire. It has a lot of angles and the structure is an irregular octagon at the roof. It will be neat to see if they have to brace it.

Five has indeed a height limit, the previous design used to have a slanted roof that allowed the tower not to cast enormous shadows at the Memorial during certain months, besides it needs to follow the spiral design Libeskind once envisioned.

Wikipedia's update (sourced from Lower Manhattan Info) from Sept. 14th had concrete at 94th floor and glass at 83. If that is correct, then the concrete has been flying this past month. Why has the glass been so slow?
