I can always tell by using the blue ladders as point of reference.If it's below this netting,than it was taken more than a month ago.But if its above the black netting,than you have a time period of a day to a month ago.

Spurdo, it could very well mean that that particular picture was uploaded 2 hours prior to your posting. Time stamps like these (found on Flickr e.g.) are not always correct, you need EXIF-data.

Moreover it would be dangerous cause I did see it close (the memorial wasn't open yet when I went in NYC) but I think there's no much water...

its 30 feet deep, and the water that is at the bottom is not deep at all, so i believe the fall would kill them, and if not, some people who saw it probably would.
