That's not part of tower one, that is part of the underground path station transportation hub.

There are lighthouses constructed in such a way to resist not only its own weight but also large waves & wind. Clearly in this case the core of 1 wtc was built for security & safety in light of events involving former 1 & 2 wtc.

Let me see if i can't find a diagram of the core to show the profile.
