Christmas lights. They probably place colored plastic over the construction lights (rather than replace the bulbs). I was getting worried that they wouldn't do it this year. Here's an awesome photo from last year:

I never knew they did this! It looks really nice. I just don't understand why they use those colors and not red and green. But anyways, a question about the base. How will they cube it off since it has already been built with the triangular edges?

also, when a phone detects a weak signal, or no signal, it will transmit with more power, which is why phones die faster in the country. Just a fun fact. In more relevant news, I'm making a new spire model from photographs that is already making my guesstimated one that you guys have seen in my renders look like trash. It's going to be built up to the section where the Kevlar guys attach until the rest of the spire comes in 2013.

It's above the roof slab but below the parapet so it won't be visible

There are height notes on the diagram but they are too small and therefore unreadable. I think you should ask the original poster of this diagram to give you a higher resolution in which those marks are readable

The above segments at NE base corner, are now or appear to be double stacked as shown by earthcam. I assume they are segments 9-12 from the diagram. The larger base segments are still on the barge.
