In my opinion the antenna tip has enough structure to be counted as an architectural element .

I have to disagree with you on that. In my opinion it is just a normal tip of an antenna.

I thought spires were always counted in a building's height. Are some people claming that WTC's spire is an antenna?

Yup, quite a lot of people including me think that 1WTC has an antenna, not a spire.
