I'm pretty sure that they are completing the section of ring across from the platform crane so it can erect the rest of the mast without being blocked from unfinished sections of ring. The spring completion date that has been floating around sounds reasonable if they are nearly finished with the sections of ring on the other side of the ring and the trucks are the last thing we're waiting for (unless the crane needs a climber and a jump).

When is the projected finish date at least for the cladding and spire?

From the picture of the mast beacon MassiveDynamyx posted you can just about see that the NW corner has been squared off now, meaning all corners are complete!
But there are a few more cladding clips missing from the NNW side.
