The design of the spire has already changed once. What sort of mast it turns out to be is still not absolutely certain, and even the final official height is not a given until construction is complete. Well, technically, the design has not changed at such. I mean, it is the spire as it was originally designed, but somebody, outside the design team, decided not to add the wrapping that would go with it. Obviuosly, that decision dramatically changes the look of it, but it is not a redesign as such. I am certain that if the designing team would have been asked to design the spire without the radome, they would do something different. But the thing, as designed, was supposed to have a radome wrapping, hence the complain about the look of it.

I am one of that who thinks that it was better with the radome as it was supposed to be, and I also think that sometimes a spire do is a way of "cheating" in the height of a building.

That said, I also think that the spire should be taken in account for the overall height, it was planned from the beginning, and if it is not counted, they should also demote the height of other buildings with similar spires such as Taipei 101, Trump Tower Chicago, BofA Tower, or the New York Times Building (The last one I think is a very gorgeous building, but if somebody goes tonight and takes its spire off, tomorrow nobody would ever notice it)

As I said, the spire of this building was planned from the beginning, from the very first rendering we could see it. and besides aesthetic considerations of the spire as it is now, whether a person likes it more with or without the radome, certainly this building wont look the same with the spire than without it. Despite the fact that it serves a practical purpose, it is clearly a strong ARCHITECTURAL element of the building (It wasn't the case with the antennas of the old WTC nor is with the Sears Tower). Even the height of it was set by a relatively arbitrary measure, the year of US independence in feet, If the height were set by a mere technical reason, it could have been shortest, as the antenna of the old WTC was.

The spire in the whole composition of this building, has a more dramatic look than any of the cases I mentioned earlier. It was said that the origin of the spire was to resemble the torch of the Statue of Liberty, I think this building without the spire would be as the Statue of Liberty without its torch.

In this picture, I think one could see how important architecturally this element, even incomplete, is to the building.

No, but they do look similar. The actual tridents from the original towers are visible in the Museum.

If you are referring to the ones shown in this picture, no, they are part of the original structure of the new WTC. Similar to the tridents of the old WTC, they are to allow wider spaces at the base, in this case, to allow the huge entrance portal.

In the pictures below, of an earlier stage of construction, you can see them, it is a transition of the structure of the base to the regularly spaced columns of the upper part of the tower.

However, some of the original tridents are shown in the museum next door.
