I see flashes coming from inside the beacon piece, i'm guessing there are daytime FAA lights installed in there?
If those are functional then hopefully we'll see the beacon lit tonight.

Is this the tallest building in the Western hemisphere?

It depends how height is counted. If you ask the owners, yes. But it all depends on whether the 408-foot mast is considered a spire—an architecturally integral piece of the building—or an antenna, which would mean the building is just counted to its roof at 1,368 feet. The mast’s main architectural feature—a geometric white shell—was stripped from plans last year, leaving exposed the infrastructure that was not designed for public view. The Council on Tall Buildings and Urban Habitat is the official arbiter, and they are set to rule when it’s completed.
The spire has been planned from the get go, so even though the exterior shell is no longer there the idea has still been realized. In fact, since the height has long been targeted at the symbolic 1,776' mark it's almost immaterial whether the spire is 400' or 40' because the reach of the structure was always thus. That will weigh heaviliy in the building's favor.

Conversely the spire bears no critical architectural relationship to the building itself. (Granted, this applies to almost all flat roof structures) Whatever material or decorative ties the spire has to the formative structure beneath is either symbolic, hidden from common view or non-existent. Combine that with the intention from day one to riddle the spire with additional communications equipment and purposes and we get into the antennae-facade debates CTBUH has yet to resolve.

In the end I think the ruling will favor the 1WTC.

Since it's getting darker you can really see the small white flashes inside the beacon. Watch the livecam.

lol Does it sound weird that I love to look at the beacon flashing its light? It just reminds me of the old North Tower's flashing light and it's so great to have it back after all this time, towering over Lover Manhattan's tallest building.

The LED fixtures to light up the facade have already been installed on the platforms for section #15 and #16. The remainder of the fixtures for sections 9-14 shipped today and will be on site next week. The rest of the fixtures for sections 1-8(different/larger fixtures that will be mounted on the 1st and 3rd communication rings) will ship next week.

I have no word on when they will light up the whole mast (or the beacon) for the first time. Beacon could be sooner, because it's already installed and tested, but my guess is they might wait to have ALL of the fixtures installed before they turn any of it on.

Keep in mind, that there are 156 fixtures just for the architectural facade lighting, so when they do have them all installed, they will have to aim them at night to make sure they're hitting all the right spots. Point being: Be a little forgiving for the first night or two if the lighting doesn't look perfectly aimed Once they get them all aimed just right, it should look quite dramatic and awesome!
