It shouldn't be, the memorial isn't run by the government. It's run by the National September 11 Memorial & Museum Foundation, Inc.

Agreed, but it's not the interior light from within that makes these buildings look different. The light within is most likely the same. It's the different tint of the windows themselves that make some buildings look more white/yellowish relative to one another.

Awesome, thanks for the info! I hope it blends in well with the tower lighting and doesn't mark a large contrast between base and tower.

So anyway, I'm pretty sure the glowing effect of the office floors isn't permanent- they're probably going to light the building like they depict in the renders. What we see right now is just construction lights. Here's a picture:

As you can see, I guess they're going to light the base completely. Or they can do something like this:

Actually, I think this is how the base is going to be lit. Anyway, they might just decide to light up the building like a normal building, except on special occasions I guess. But the base is going to be illuminated, I'm almost sure of that.

You're welcome!

I think the lighting between the base and the building will have a great contrast, but will still blend well with each other.

Incredible. The angle of the building was really designed to reflect sunlight.

Its cost is 10000 billion USD.
Each year, they spend more than 1000 billion USD to secure this.

Yes. Architect David Childs liked the chamfered corner designs of the old twin towers (their ability to capture sunlight at the edges) and expanded on it in the design of 1 WTC. I have to wonder though how much the neighboring buildings are affected by the extra sunlight glare.

I don't think they are affected that much by it. Since the glare begins above most buildings and it also goes upwards. Maybe the WFC towers a bit but these same towers block the sunlight too so.

Any sources for this? Considering that the size of the entire US Defense Budget in 2011 was $684 billion, it really looks like you're pulling numbers out of thin air here.
Or do you apply some twisted definition of "securing the tower", such as counting all of NATO's collective budget as direct security of the WTC? Either way, your claim doesn't seem to hold any water.
