The new elevated park will give an elevated view over the memorials and incorporates the church and links the original footbridge. The Sphere sculpture should return to the WTC site. I guess this elevated area will be quieter and be an appropriate location ?

I'd say it was still really good up until steel construction terminated in August 2012. There was so much enthusiasm back then. When the vertical construction stopped, things went downhill fast. One of the main reasons I stay at the 432 Park thread instead of this one now.

Actually, there is a restaurant built in to the observation levels, however it's just not "Windows on the World 2.0" quality.

Not true. The observation floors are the same height as they were in the originals.

The three observation deck floors are 100 (1,240' 0") 101 (Possible Restaurant at 1,254' 4"), and 102 (1,266' 8"). The original South Tower indoor OD on the 107th floor was at 1,298' 4". North Tower's WOTW Restaurant was at 1,304' 4". Not much of a difference.
