While it would be cool, I don't think there is even enough room up there for it to be a practical observation deck.

The observation deck of the Empire State Building is a lot larger than the communication rings and it is crowded with people, so making this an observation deck, whether it is safe or not, is impractical (if 1 WTC does have an outdoor observation deck, that means there will be two observation decks, but then many people will not visit the ESB and switch to 1 WTC because it is taller).

Except not at all. The danger of a microwave transmitter is from being cooked by the high energy photons. I think you would say that is a lot smaller.
Same could be applied when the twin towers were there, and yet, ESB was the nº1 as far as i know.

On YouTube, I see more pre 9/11 videos of the South Tower observation deck than the Empire State Building's observation deck. But ESB is more popular.

On Earthcam it seems like they already added cladding in the uppermost row above the external elevator!

fog rolling off the river. The base cladding (bar entrances and elevator) will definitely be complete by Friday if they keep this pace, as early as today.

That corner of stainless steel (or aluminium?) cladding has been there all along, I think they installed the piece while they were installing the other 3 corners, just to get it out of the way. Looks funny by itself!

no, I believe that cladding has been there since february. It just has been hidden by the top of the elevator
