Most of the zoning in Harlem prohibits highrises - at least what you see on the Upper East Side, etc. Harlem is rapidly gentrifying (for better or worse, depending on who you ask), particularly the areas to the west. That said, there are a few new highrise buildings proposed around the 125th street area.

I don't think the Tributes in Lights should be kept going indefinitely. New York has recovered and 2001 was a long time ago.

I do think it is better to end them sooner rather than later.
