There are still windows that need to be filled in. It may ready for occupancy but neither Towers 1 or 4 are 100% complete. I would say 90% complete. When the Twin Towers opened in 1973, there was still work being done. How would internal work be for another forum? This is about the construction of One WTC whether it be internal or external....

4 WTC opened in November 2013 and all internal and external work wont be finished till December 2014.

I think same can be expected for 1 WTC. The building will be habitable starting November 2014, but most likely there will be construction work going on until December 2015 or even early 2016.

The only construction in late 2015 or 2016 that would have anything to do with this tower is finishing the connection to the VSC. Besides that this will be wrapped up no later than when the observatory opens.

Tower is substantially complete. Some minor punch list items are remaining, particularly those regarding life safety equipment. Areas that are still under construction are Legends observation deck lobby on B2, retail on B2 level and the east escalator/entrance.
Access to lobby will be restricted to Condé Nast employees, no visitors allowed. The west entrance barricades may come down on November 3th, but it all depends on the Dursts if they are willing to allow visitors enter the hub via the west escalator. Remember Durst controls the tower now.

So the entire lobby will never be open to the public correct? Just the West lobby that leads down to the Observatory level and concourses?

According to Capital New York, the building MIGHT have it's opening ceremony on October 27. Here there is a quote:

Do you have any info on when the remaining "fine touches" to the exterior are supposed to be finished? I mean the completion of the base cladding, removing scaffolding from the comm rings, washing the entire tower's facade etc. ... Stuff like that still needs to be done before the tower's exterior can truly be considered complete IMO.

East podium (including escalators connecting the hub) is now part of the hub project, not 1WTC. This side won't be completed until the temporary loading dock is dismantled, which won't happen until the last phase of VSC is completed, now under construction.

Washing of facade is scheduled 2 times per year, I don't know if Durst is willing to clean the facade before opening.

Comms ring is completed.

So the yellow scaffold on the comms ring is permanent? That's a bit disappointing IMO, I know it's just a minor detail and you can only really see it if you're close to the tower anyway, but they don't fit at all and they've never been depicted in any render either.

I'd have one more question - those "dots" holding some of the windows in place, especially in the lower levels...now those are not going to be permanent, are they? They'd definitely ruin the flow of the facade and they seem to be pretty useless anyway. Same for the two small vents below the mechanical floors. Here's what I mean in a screenshot of the cam:
