It's weird why only those two have ice build-up when the other canopy panels don't.

Clearly because it only rained and froze on those two panels

No seriously, I completely agree, and if one can't look at the photo's below, and at the pictures on the previous page, where everything is completely dry, including the ground, with no signs of ice anywhere, and not think those two panels are shattered, then as Doc Mcstuffins would say "You need a check-up"

These 2 panels are broken, they are laminated glass like the one in front of every vehicle, they are made of 2, 3 or more sheets of glass with one or several polyvinil butyral layers.
Something has had to fell on them, probably since the window washer incident or something else. They are going to be replace soon.

Closer look at the shattered panels. I've circled what could be a couple impact points.

In addition to being layered like Hemanamo mentioned, the glass is also tempered (toughened), which is what caused it to shatter in tiny pieces rather than large shards. The polyvinil butyral is what kept the pieces (and whatever caused the impact) from raining down onto anyone who may have been standing below.

Car windshields/windscreens are layered and tempered. But the side windows are usually only tempered, which is a good thing if you ever need to quickly escape (in one example) a sinking car when the water pressure keeps you from opening the door. It would be far more difficult to escape through the windshield. (Some company actually makes a tool for cutting your seat belt and shattering the side window.)

I used to love the tapering on 1 WTC, but for some reason, ever since joining SSC and opening my eyes to other skyscrapers in the the world, I can't stand it. I don't know what it is, it just makes the tower seem less massive, since, unless you're standing right under it, you only see the top. I just don't like it.

West panel was broken by scaffolding incident, east panel was probably broken by Durst (don't know how).

Rat infestation is now controlled.
