Behind the glass is MEP vents as most of the base contains mechanical floors. The glass "fins" cannot be controlled unless you manually adjust them. The way they are now is permanent.

I don't think he is. I remember it being stated a while ago that they would be controlled individually by motors. I may be wrong, but I think they actually serve the purpose of allowing a certain amount of air in to cool certain things, including the Tower its self. The air comes in at the bottom and exits through the roof. Maybe Otie can confirm this, but i'm pretty sure it was discussed here a long time ago.

I just try to found some info about this issue, but going thru 2845 pages its just imposible. Thanks for the info and another question. What do they have or host in all of these levels, what kind of equipment ?
I was in the Twin Towers, ESB, Willis and never saw something like it, or dindt know that they had or have.

I don't recall seeing that, but it's easy to miss things in such a busy thread, especially one that has screwed up indexing like this one (and 432 Park Ave). Did some Googling and found that Otie has stated it at least once before:

Example of the effects of screwed-up indexing: click the ">" next to Otie's name where I quoted him, and it will take you to the wrong page. The correct page is just before that one. Another example: Click the "go to first new post" button for this thread and you often miss a few new posts because it again goes to the wrong page. And of course there is usually a phantom page (2846 at the moment).

I thought that I was the only one who saw the phantom page.

I just think that they had to be able to control the amount of ventilation at all times.
