The thing is that there are people who do count structual height as part of the overall height. Others, count unoccupied floors as well. However, by the highest occupied floor it does fall short in a number of ways. Again, I didn't make up this information, it was from the PA website.

Its funny you mention that crazyaboutcities, some people I know who barely know anything about tall buildings or follow highrise projects still think the ESB in New York is the tallest building in the world only after 9/11. These are people whom miraculously have never heard of the Sears Tower in Chicago/Petronas Towers in KL or the less famous Taipei 101 and IFC in HK but do know of the Chrysler and late world trade center.

Dude, I already know about these skyscrapers. I'm big time skyscraper nerd since age 7. I never believed anyone who claimed that Freedom Tower will be World's Tallest Building because I already know about Burj Dubai, SFWC, etc. before Freedom Tower came up.

However, these people who don't know much about these buildings. I know many people are like that too. All I can do just to educate them. Sometime they asks me the questions and I answer their questions.

Unforunately, not everyone is aware of it yet. I met some people that thought CN Tower is world's tallest building. Some of them thought Sears Tower is world's tallest buliding. Believe it or not, one of them thought Columbia Center (Seattle's tallest) is world's tallest building. I had to correct them and educate them. Not everyone is thinking outside of the box.

Yeah. Each individual has its own defination of the height. Not everyone will agree with each other over same subject, ever.

probably for the foundation.
further I see a lot of steel and... formwork on the bottom of the picture, so something is rising outside the core

They seem to be pouring concrete between the two cranes. Also i think the blue canisters are to hold concrete as the site is becoming a bit crowded.
