No corporate tenants have committed yet. However, a recent article just yesterday showed that Lower Manhattan is back to it's pre-9/11 vacancy rate at 6.5%. New 7 WTC is about 75% filled up.

And if you look closely at the steel beams to the right at the bottom it has concrete poured around it too. The concrete that you pointed out is about 8-10 feet off the ground so that part of the project seems to be moving quickly now.

There were never any private tennants since it was released, which is why the renderings are always translucent and that the lobby doesn't show anything specific.

I my personal opinion, the construction of the tower is too slow. I visited the site every month and I don't see much progress in the area.
