I'm pretty sure its off-limit mechanical. The vents are just something technical. There's no open space area for WTC1.

Tower 1 was hit at floors 94 - 99.
Those vents are in floors 91 - 93. (floors 94-99 do not exist in 1WTC)
I don't know the exact height of those floors, so I can't answer this question. But I think it's possible.

But maybe Dino or Zen knows?

I think you've got to check out Macy's in Herald Square and then Bloomingdales at E. 59th. You could window-shop in places like Tiffany's and Saks 5th Avenue. Downtown near Delancey Street you can get designer stuff at good discounts. Many of those stores are closed on Saturday because they are run by Orthodox Jews.

91st floor is on height of 1151' 08'' (351,028 m) measured from the street level or 1462' 10'' in plans (probably measured from sea level - I'm not sure about that)

then we have 92, 92M. 93

and 93M which is on height of 1223' 06'' (372,9228 m) from street level or 1534' 08'' in plans..

I don't know on which height planes crashed into old tower one, so if someone know, let us know..

An wikipedia illustration says that the impact was at about 87% of the total height.

417 * 0,87 = 362,79m
