It is going to be a new HQ for a several Gazproms subsidiaries like Gazprom Neft, Gazprom Export and also to be new StPets offices of some subsidiaries like this or this or this one. I guess Sibur HQ could move to Lakhta.
Gazprom HQ is not planned to be moved from Moscow to a new center.

It's a statutory requirement to make such a model for evaluating potential impact on citys views in Saint Petersburg (when requesting a permission for building higher than current local limits).

im waiting so long for a tower in this drop form. there were quite many proposals looking like that, a building in seoul, kingdom tower, i think one in wuhan. all had a design that looked similar, but never it came reality

this is gonna look terrible there. St. Petersburg is a city that hardly needs skyscrapers. Let Moscow keeps all its skyscrapers!

In reality the enemies of skyscrapers in essence elderly people, to city as me it seems are very necessary skyscrapers for good economic development.
Project they changed the height of now 472 m

Lakhta- Center will grow to 470 meters by 2018

Possible tallest in Europe? Don't know about the final height on Federation Tower but in my opinion this could also be the nicest monster tower in Europe

Federations Towers official height is over 500m due to the massive spire, but the roof height really could be the tallest in europe or will be by far tallest if its 470m like said

Spire and tower these are is two different towers.
In the complex the federation spire has the height of 509 meters and the tower of 364 meters

If spire will be as tower that spire will be highest in Europe

Isn't the spire Tower C in the complex? That would in fact make the spire an actual 'building'.
