The Architectural Concept will be designed based on the project developed for allocation in Krasnogvardeysky district by taking into account the necessity to adjust to a new location, site layout and project functionality.

On August 4, 2011 the Head of the Committee for Urban Planning and Architecture (KGA) signed a Decree on the provision of a permit to deviate from the limit height on the site at Lakhta Harbour up to 500 metres. The decision was taken under recommendation of the Saint Petersburg Committee on Land Use and Development.

i think this looks out of place with nothing around it, but im sure it will look better in a few years.

quick question, will this be 470m or 396m? title says 470, but first page says 396

The 334,000-square meter (3,600,000-square foot) Lakhta Complex will serve as the headquarters for Gazprom’s oil arm, Gazprom Neft, as well as other Gazprom subsidiaries.

Each square meter is expected to cost $2,500-$3,500 according to local media reports.
Anyway.. does this mean it is now Approved? meaning we can can change the title?

First, someone gets an idea: "vision"
Then the builders ask if they can build the building: "proposed"
Then, other people say OK: "approved"
Then, builders start by tearing down stuff (sometimes): "demolition"
Then, they start digging around on the site: "preparation"
Then, they start building stuff on the site: "construction"
Then, the building is a tall as can be: "topped out"
Then, they finish all cladding and other major works on the building and open it: "complete"

Except the tower with the offices and business center what also the project will include?
I read about sport facilities also and an auditorium as well as an open amphitheater with view to see. Can someone give us details?
