I think he means the method of construction where a perimeter ring is created out of rebar and filled with concrete before excavation takes place. I have seen it in places other than China though, so I'm not sure I would call it the "Chinese way".

True, but not in Saint Petersburgs (central) skyline, far too classic for supertalls. They did the right thing moving it to the outskirts.

The area it's in is home to a whole lot of other new development too, so chances are it won't look that lonely in the future.
