A supertall surrounded by empty land...

Would fit much better within urban core

That's what makes it hard to build supertalls in Europe because the center of Saint Petersburg is part of UNESCO world heritage, so you can't put a supertall skyscraper there, instead you have to build it outside the city center.

I wonder what the long term effect of the Lakhta Centre will be?
Perhaps it will spur St P's version of London's Canary Wharf district or Moscow City?
I'm assuming such an impressive tower must be part of some grand vision over the coming decade or two. I suppose as one of Europe's 4 largest cities there is certainly a case for that. Which means all the more, that this should be a v interesting project.

Can any St Petersburg residents (or other experts) advise as to how big the development in the surrounding district will be?

Grand vision (especilly its' realisation) and current potato-brain administration is a two different worlds.
So far you can expect some extra road and public transport infrastructure around within this range. And it would be success, if it would be done in time. Because the construction will be supervised not by gazprom but by local administration solely.

It just means "buffer zone," whatever that means in relation to architecture.
