Check back in 20 or 30 years. I never thought I'd see a building taller than the Pyramid and I've lived here 46 years. The financial district north of Market St is pretty much built out and Prop M was voted in during the 1980's capping heights.
The SF Planning Dept has been creative in raising height limits south of Market St
resulting in a 1000+' supertall and other skyscrapers above 650' built, under construction or planned around the Transbay Terminal. The people that voted Prop M in 30 years ago are largely gone. The city's new residents seem to like the taller look but also want the views and shoreline height limits respected. Waterfront projects exceeding the height limits there go before the voters. Largely it is the neighborhoods of SF that fight for the 40' limits to be left as is with a lot of pressure lately to increase density along transit lines and major streets.

Prop M doesn't cap height; it caps the amount of entitled commercial space to 850,000 square feet per year. You could easily get another supertall in there, particularly at the end of a recession when unused entitlements from Prop M roll over.

Actually there is about 70 or 80 feet of steel left to be erected before it's topped out. probably around the end of January would be my guess as to when it will be topped out.
