It's getting there

Probably the maximum height is going to top out right where the crane cabins are in the last picture, or maybe a few more meters taller.

Giving the crown uncanny similarity to Shard and Lotte tower in London and South Korea respectively one would think it is the same architect that designed them all.

No doubt, an the ticket sales would be as lucrative as the views are spectacular. Fortunately, of all after-the-fact changes to that can be made to a tower, adding an observation deck is among the simplest (just look at US Bank Tower, which announced, planned and opened one in no time). It would surprise me if there wasn't one by 2025.
