‘Green’ light for Kannur airport plan
The proposal for Kerala’s fourth airport in the northern Kannur district has crossed another hurdle with the federal environment ministry granting it the initial clearance. The proposal had got off the drawing board in September last year with the Federal Civil Aviation Minister, Praful Patel, agreeing to waive the condition on a minimum two runways in view of land scarcity in the state. A local TV channel on Sunday reported from New Delhi that the ministry clearance alone wouldn’t ensure the proposal materialising into a viable project before the annual budget this year because the crucial clearances had to come from the defence ministry. The clearance from the cabinet committee on security affairs was crucial since the Ezhimala Naval Academy was close by. But such concerns had been factored in while drawing up the project. The Air Force had cleared it but not the Navy. But what’s positive for Kannur is the report submitted by the Airports Authority of India (AAI), which says that the project is viable, the port would have an immediate catchments area of five districts for international flights and that the airport in the first phase would do well as in the case of Guwahati airport in Assam. The Kerala special officer’s proposal regarding firming up logistics, especially land acquisition was before the state cabinet and a clearance is anticipated any time. The government plans to construct the airport on the lines of the successful Cochin International Airport Ltd (Cial) model that owns the Nedumbassery airport or on BOT (build, operate, transfer) basis. The previous state government had obtained an assurance on waiving the stipulation of minimum distance of 200km between two airports since the distance between Karipur and Kannur was less than 100km. The runway alignment was also altered to suit the wind flow directions as pointed out by the AAI. The federal government had given in-principle clearance for the airport soon after former chief minister Oommen Chandy cleared the project at a Cabinet meeting in November last year. The project, which is proposed to be implemented through public-private participation route, is estimated to cost Rs10 billion and the airport development will be in three phases. The joint venture will have a debt-equity ratio of 70:30. The state government and its institutions will participate in the equity to the extent of 26 per cent, seeking to avail of a federal assistance of Rs1.2 billion under infrastructure viability gap funding. Yeah, Pariyaram Medical College has one of the most impressive facades for a medical college. I visited it in 2006. Really impressive facility. Met some smart Docs also there. Kudos to MVR for building this up.
The interesting part is its location in a semi-rural area, on the side of NH and hence it stands out. If they do some landscaping, and add a dash of bright paint, then it will look world class. Sanju, can you post some pics of the wide-angle facades of Calicut MCH in the Calicut thread?
