As I remember, the actual construction has not started yet... They are preparing the site for that... It seems it took a long time to start building this tower...
We need to have an update from the tower site...
When it will be finished? Well, If they start this year (2008), they are prapably need three years to finish it... Let's say, it may be done by 2011... That's my guess!

updates.

new renderings for the tower have been released, revealing a new take on the "gate" concept. the tower design has changed to a more modern structure clad entirely in blue glass with steel panels on the side, the void at the top is smaller and the Islamic designs surrounding it have been removed. it looks more international and cosmopolitan than the former concept [which i thought was uninspiring/borderline tacky, save for the gate at the top]. a Four Seasons logo is also seen at the top, so it seems that this tower will house the luxury brand's property in the city.

the architect's website set the tower's completion date for 2011, with the height increased to 330 meters. details and renderings will be attached below.

The project of the Gate of Kuwait has been driven within a very precise aspiration: Create a 80 storeys high landmark office tower in Kuwait City, a 330 meters tall icon in the skyline of the bay. Celebrate in a contemporary expression the Arabic culture, its refined designs and superb craftsmanship.
The project incorporates the following functions :
- a 5 star Hotel with 250 rooms, 3 restaurants, a wellness center, a leisure area with swimming pool, a business center and lounges.
- 30 000sqm of office component
- 4000sqm of retail
- a 2000sqm Convention center with support functions
- a panoramic restaurant and business club at the top of the gate

whats the towers use? i noticed on the bottom of one of the renders there was the four seasons hotel icon, is it mix use?
