they already got some real stuff from NGV running on Italian tracks

I hope the final arrangements go smooth and NGV start running their Alstom AGVs ASAP. It will be a historical day for Italian transport: the first true scenario of train competition will arrive. Not only two services for the same destination, but two competing for the same passengers and trying to gain market share from each other.

So I read in a June 16th article on the Il Sole that the Italian government passed a "surcharge" on private operators using high-speed lines.

As a matter of fact, it is a surcharge aimed at NTV. It is worded as a levy applicable to:

- operators performing services that are not public service contracts
- using railways designed for speeds of 220 km/h or above

This surcharge will be earmarked to "reduce access charges on high-speed tracks for public service contracted trains".

The measure is outrageous and anti-competitive. The exact value of the surcharge is not going to be high, but it is pure demagoguery, a play with an Italian public general perception that high-speed train travel is something for the upper classes.

Can they actually do that? I would think that NTV has a good chance appealing this on the EU level.

It is unclear. The law was technically written without specifying any level of such surcharges. At first glance, it looks like one of those "showdown" authorization laws giving RFI the mandate and power to do so.

Trenitalia is really afraid of NTV, I think. I guess they didn't actually count on it being serious back 4 years ago. Then, they didn't count Alstom would deliver the AGV rolling stock on time. Now, as service operations are approaching, they are kinda panicked.

Not that Italian HS lines are busy... the most trafficked sector sees 76 daily trains and will see around 106 when NGV is in full swing. The panic is more that NGV can easily punch a hole on Trenitalia's finances, as its HS trains make them a lot of money.

The point is that European regulations require track charges to be non discriminatory. Priority to publicly funded operators is only allowed if a line is congested.

The station is still partly u/c; last week Porta Susa metro station opened, it's main entrance is in the atrium of the new railways station

My first impression is negative, as it appears to be a rather clinical and an uninspiring environment.

It seems to be nothing more than a bunker with a glass roof, which might do with a touch of colour.

Perhaps walking through it one has a better feeling

Roma Tiburtina High Speed Station Updates

On July 24th a massive fire took place inside the switches control room. This is leading the scheduled works to meaningful delays. So far, the opening has been delayed to December 2011.

In the meantime brand new tracks and platforms, number 25 and 26, are under construction.
