and why are you so sure?

The plans in BiH are:

Federation BiH

motorways 2x2 with hard shoulders
1. A1 Sava river north - Doboj (RS) - Zenica - Sarajevo - Mostar - Ploce (Croatia / Adriatic)
2. Tuzla - Orasje (north Sava river)
3. Kupres (border with Reublika Srpska) - Split (Croatia / Adriatic)

highways 2x2 without hard shoulders
1. Zenica - Travnik - Jajce
2. Tuzla - Sarajevo (maybe)

Republika Srpska
1. Gradiska (river Sava north) - Banja Luka - Kupres (border with Federation, further to Split)
2. Banja Luka - Doboj
3. Banja Luka - Prijedor - Novi Grad (NW border to Croatia)
4. Modrica - Brcko- Bijeljina - Border with Serbia (Drina river)

highways
1. Zvronik (border with Serbia) - Sarajevo

These are all plans for BiH so there is no this route you mentioned.

Austrian firm signs deal to build Bosnian roads: govt

Austrian construction company Strabag AG has inked a deal to construct a network of highways in Bosnia's Serb entity, the government said Monday.

The concession agreement, signed by Strabag directors Rudolf Krapf and Felix Kaselleck, values the project to construct around 400 kilometres (250 miles) of roads at about three billion euros (4.35 billion dollars).

"This represents a capital contract for the Bosnian Serb entity that will change its appearance and create conditions for its development," Bosnian Serb Prime Minister Milorad Dodik told reporters.

Construction work is expected to start in mid-2009.

The government of the Serb-run entity of Republika Srpska had been seeking for more than a year an international investor for the project, which should help to boost its ailing economy.

Bosnian highway backed by 42-mln-dlr Kuwaiti loan, officials say

A Kuwaiti government fund has approved a 30 million-euro (42 million-dollar) loan to help finance the construction of a key Bosnian highway, officials said on Wednesday.

The loan contract, initialled in Sarajevo by representatives of the Kuwait fund for economic development and Bosnia's finance and treasury ministry, was expected to be finalised early next year.

Its funds would go towards construction of a difficult 2.5-kilometre (1.5-mile) stretch of the so-called VC Corridor to link the Hungarian capital Budapest with the Adriatic coast.

Bosnia is still recovering from its brutal 1992-1995 war which claimed at least 100,000 lives and devastated the former Yugoslav republic's economy and infrastructure.
