This is a week old news And Croatia is still not part of the Schegen area so the bolded part is not true

why are they building the Bridge over the Road/future Roundabout and not just the ramps? the next part of the northern sarajevo bypass won't be a thing for many years.

The article reports that "the agreed deadline for completion of all the works should not be in question" (I think it's February 2016). November opening is just mentioned in the headline. Is it a calculation of the reporter or a serious announcement of FB&H?

The thing is that these works include construction a viaduct as seen on the pictures and also reconstruction of northern side of the road that the viaducts connects Sarajevo bypass with and also renovation of a bridge on that section (here's a map of what I'm talking about just to be more clear http://wikimapia.org/#lang=en&lat=43...;19574;28216;0). So deadline for the first phase (the viaduct) is November and for the second phase beginning of next year.

What the article forgets to mention is that there is an addition to the project which is going to be done after the completion of the connection to the motorway. That is what makes a confusion with the dates.
The official completion of the connection which includes is the fall (Nov) 2015:
- Motorway like from A1 to Brijesce Viaduct - which is only missing the final layer of asphalt and crash barriers.
- Brijesce Viaduct - which you see on this pictures
- Roundabout intersection - which are visible from the air
- 2+2 lane connection to Stupska petlja (700m) - missing final layer of asphalt and crash barriers.
The rest of the project is going to start after opening of the connection and includes the old M17 road (about 400m) from the new roundabout towards Rajlovac (north). The work consists of complete reconstruction (rebuild) of a bridge over the rail tracks which for 10 years has been held up by temporary supports an that section of road which is in disastrous condition.

Quick question : is it better to exchange Euro for KM at banks or at exchange offices?

(In PL - exchange offices, in HR - banks, so you can see my confusion!)

I found out you can pay for almost everything in Euros at tourist places in BiH. Mostar, but also in Sarajevo .
Also in Kuna near the coast.

I used an ATM to withdraw KM, if I use Unicredit ATMs I don't pay any commissions.

I won't go near tourist places, so that option is out I noticed though, if you use Euro or Kuna in BiH, they tend to load the price heavily in their favour.

I'm unfortunately with ING, who apply double conversion from BAM -> EUR -> PLN, and each time, they're taking about a 2.5% cut on the interbank rate. So cash is the only way forward

not true, it is always for 10€ it is 19.5 KM

Exchange offices in BiH practically not exist (they are very rare! At list in western and northern parts of BiH...) and your only option to exchange money is bank. Fortunately, they are everywhere and all of them exchanging money.

1€=1.95BAM (very very very rare 1€=1.96BAM)
