I was thinking,

is the E3 border crossing with Singapore the only motorway-to-motorway border crossing in all of Asia?

Not really..there's Hong Kong-Shenzhen Western Corridor where it's linking the mainland and HK SAR.

Good pics...

Now the E21 expressway is open from Kajang to Ampangan in Seremban. What's remaining now is the Paroi interchange which will directly link to FT51, FT97 and North-South Expressway E2 at Senawang.

Second north-south link

SEREMBAN: The government is evaluating a proposal to build another highway linking the northern and southern parts of Peninsular Malaysia to complement the North-South Expressway (NSE). Works Minister Datuk Shaziman Abu Mansor said yesterday that a viability study on the proposed project was being carried out by the Public-Private Sector Partnership Unit (Ukas) in the Prime Minister’s Department and the Malaysian Highway Authority (MHA).


Shaziman was speaking to reporters after opening the Setul and Ampangan interchanges of the Kajang-Seremban Expressway (Lekas).


Lekas is the newly opened 44.3km highway between Kajang and Seremban.


Under the proposal, a highway would be built between Banting in Selangor and Taiping in Perak at a cost of between RM5 billion and RM6 billion.


Depending on viability, the highway would later be extended to connect Banting and a town in Johor, believed to be Gelang Patah.


Shaziman said the Ukas and MHA were looking at it from all angles, including the business model proposed and the projected toll rates and traffic volume.


The towns that could be connected by the highway were also being studied.


It is learned that the study would also determine the leakages that would be incurred by the NSE, as the authorities did not wish to see the operator, PLUS Expressways Bhd, adversely affected.


“At the same time, we also don’t want the concessionaire to be affected financially if the volume is low.


Right now,we want to verify the traffic volume.

“We are exploring the possibility, but we believe that there is a need,” Shaziman said, adding that the study was based on a proposal made in the 1990s but could not be realised due to the economic slowdown.


The minister said new highway would see the emergence of new growth centres along the way.


On a separate matter, he said 10 accident-prone spots along the NSE and the Kuala Lumpur-Karak Expressway had been identified.


He also said the ministry would propose amendments to the MHA Act with a view to giving the authority more bite when regulating highway concessionaires, especially with regard to highway maintenance.


He urged concessionaires to go “green” beginning today by ensuring that waste generated at rest and relax spots was treated before being dumped.


“This is to improve the quality and cleanliness of highways nationwide.”

Analysts sceptical about Taiping-JB highway project

One concern over the proposed Taiping-Johor Baru highway would be
its impact on the government-controlled PLUS Expressways Bhd.


KUALA LUMPUR: The proposed new highway connecting Taiping and Johor Baru will bring economic benefits to the country if the project is viable but analysts remain sceptical about its future, considering previous delays in building the highway.

“If the highway is commercially viable, then it will be the right thing to do. Such pump priming will benefit the country,” said a research head of a local investment bank.

On Monday, Works Minister Datuk Shaziman Abu Mansor said the Government was studying a proposal to build a new 600km highway linking Taiping and Johor Baru that would traverse the west coast of the Peninsular.

The idea behind it is that the new highway, if constructed, would help economic growth.

The proposal for the RM5bil highway is currently being studied by the Malaysian Highway Authority and the Public Private Sector Partnership Unit in the Prime Minister’s Department.

Plans for such a highway are not new as Konsortium LPB Sdn Bhd had proposed to build the West Coast Expressway (WCE) about 15 years ago. Shareholders of Konsortium LPB were Kumpulan Europlus Bhd and the state governments of Perak and Selangor.

Analysts said the WCE proposal did not take off due to issues relating to funding the highway and the concession agreement.

News reports indicated that the pertinent documentation for a concession agreement from the Government was submitted but it appeared that none was given.

“This is being re-proposed and maybe there are new parties involved?” asked one analyst.

Analysts believe that the new proposal may be in the form of a private finance initiative and judging by the comments of the minister, they speculate that a proposal would have already been lodged with the Ministry.

“There will be obvious economic benefits from the project given the industries and population base that are located along the proposed highway,” said an analyst.

One concern over the new highway would be its impact on the government-controlled PLUS Expressways Bhd as Shaziman had said that the Government did not want PLUS to be negatively affected by the new highway.

Analysts say that any new highway that cuts through the economically strong states along the west coast would affect PLUS but that chances for a new highway appear to be slim.

One such reason is that going by the initial cost estimates of RM5bil to RM6bil for the Banting to Taiping route, toll charges would be expensive.

They expect the cost of the project to escalate once it connects to Johor Baru.

“The toll charges will be based on traffic projection and how much traffic is there along such a stretch,” said the analyst. “The toll charges might be too high.”
